
When we seek to regulate coaches for peak performance in sports, there are 3 objectives that would ensure quality of instructions provided by the coaches / instructors for sports.
(a)Capacity Building.
Build the capacity of the existing coaches by having them attend courses in technical and practical coaching skills and knowledge to develop peak performance in sports. The mechanism adopted should enable the organization to equip the coaches with the skills and knowledge to teach the soft skills we expect students to be equipped with by the time they leave schools. At the same time, the mechanism can give schools and parents the assurance that the coaches would be equipped to take care of their charges.
(b)Increase Pool of Coaches.
Build the pool of qualified coaches by providing progressive level of certification courses for peak performance in sports. These courses could be aligned to the Outcomes of Education and sports talent development framework for Singapore students. Each level could comprise theory and technical aspects of coaching. Coaches would be expected to attend the courses and pass tests before they could progress to the next level.

(c)Ensure Alignment of Values.
Alignment of values and what the coaches teach or role model to their students would be critical for peak performance in sports. Alignment of values would need to be pegged to the ethical behaviours of coaching and professional coaching standards so that coaches see their professional behaviors and teaching of soft skills as part and parcel of their coaching responsibilities.
To achieve these objectives, regulation of coaches is proposed for peak performance in sports. Regulation would entail the establishment of procedures for recognizing the qualifications and experiences of existing coaches, certification processes for training and development of new coaches, and continuing education opportunities so that coaches could continue to sharpen their skills and knowledge.
